    week Copa Cogeca Secretary General Pekka Pesonen underlined the importance of stepping up research and innovation to ensure we have a strong and sustainable European agriculture sector capable of meeting future demand at a gathering of key farming stakeholders organized this week The event Let s keep Europe growing Ensuring a sustainable and productive future for European agriculture organized by the European Crop Protection Association ECPA brought together speakers from the across the farming sector and food chain They highlighted the need for innovation and a balanced science based approach to regulation This is vital if Europe is to remain productive and competitive and help meet the challenge of feeding a rapidly growing world population in the coming decades Speaking at the event Pekka Pesonen stressed A strong EU agriculture sector is vital for growth and jobs economy and society We urge EU decision makers to maximise the huge potential of the European agriculture forestry aquaculture and fisheries sectors They form the backbone of EU rural areas and are key for creating new business opportunities These sectors have played a positive role in helping member states to overcome the current economic crisis and also make a serious contribution to combatting climate change and diversifying energy supply Copa Cogeca therefore urges candidates in the European elections to campaign for the maintenance of a European agriculture sector that is sustainable competitive resource efficient To achieve this investment in the sector must be stepped up significantly research and innovation encouraged The food chain also needs to work better to enable farmers to get a better return from the market In addition fair and balanced bilateral free trade agreements are crucial The workshop looked at the impact a range of regulatory challenges could have on the future of farming and highlighted the work already

  • Commission proposals for 1.30% Financial Discipline in 2015 budget
    PRESS RELEASE Brussels 26 March 2014 The European Commission has adopted a proposal on the application of the financial discipline mechanism for the CAP budget for the financial year 2015 In order to ensure that the market crisis reserve of 433 million is available in the 2015 budget the proposal is to reduce CAP Direct Payments exceeding 2000 by 1 301951 with the exception of direct payments for farmers in Bulgaria Romania and Croatia as they are still being phased in in those Member States This compares with a rate of 2 453658 that was applied for 2014 According to the budget rules the Commission is obliged to table a proposed rate of financial discipline before the end of March if forecast spending for the following year including the crisis reserve is higher than the maximum budget available amount for CAP Direct Payments market measures the so called 1st Pillar of the CAP funded through the European Agricultural Guarantee Fund defined in the 2014 2020 Multi Annual Financial Framework Under the rules the Council and European Parliament have now until 30 June 2014 to fix the rate of financial discipline In the absence of such agreement by 30 June the

  • Organics: Commission proposal for more and better
    looking for more and better organic farming in the EU by consolidating consumer confidence in organic products and removing obstacles to the development of organic agriculture This package is good for consumers and good for farmers Consumers will have better guarantees on organic food made and sold in the EU and farmers producers and retailers will have access to a larger market both within and outside the EU The proposal focuses on three main objectives maintaining consumer confidence maintaining producer confidence and making it easier for farmers to switch to organics The aim is that organic farming remains close to its principles and objectives so that public demands in terms of environment and quality are met The Commission proposes in particular to strengthen and harmonize rules both in the European Union and for imported products by removing many of the current exceptions in terms of production and controls to reinforce controls by making them risk based to make it easier for small farmers to join organic farming by introducing the possibility for them to sign up to a group certification system to better address the international dimension of trade in organic products with the addition of new provisions on exports and finally to simplify the legislation to reduce administrative costs for farmers and improve transparency To help organic farmers producers and retailers adjust to the proposed policy changes and meet future challenges the Commission has also approved an Action Plan on the future of Organic Production in Europe The Plan foresees to better inform farmers on rural development and EU farm policy initiatives encouraging organic farming to strengthen links between EU research and innovation projects and organic production and to encourage the use of organic food e g in schools Background The proposal which will now be submitted to the
