    taxa and hygrophilous macrophytes 31 taxa Pamvotis Lake belongs to eutrophic lakes vegetation type Magnopotamion or Hydrocharition Among the lake s vegetation can be found floating aquatic plants like duckweeds Lemna sp pondweeds Potamogeton sp water lilies Nymphaea albae iris Iris pseudacorus etc Species with limited distribution in Greece are present too such as water fern Azolla filiculoides and the common water starwort Callitriche stagnalis The shoreline of the lake and the island are covered by dense and extensive reed beds Phragmites sp The riparian vegetation also contains remains of hydrophilic forests of willow poplar and plane tree Salix sp Populus sp Platanus sp as well as limited wet meadows periodically flooded during winter The latter are of particular importance because they serve as nesting and feeding ground for aquatic birds The Island also has undergone reforestation with black pines Pinus nigra while the Eastern part of the lake is an agricultural area In the outer zone of the Lake to the mountain Mitsikeli can be found maquis shrubland with juniper Juniperus oxycedrus Greek Quercus spp forests pseudo maquis Garrigue or phrygana heathland with spinous bushes and pseudo steppe with grasses and therophytes In the wider area of the basin including the mountain Mitsikeli plant species characterized as rare threatened or endemic are hosted The human activities that during the years put pressure on the habitats and consequently on the flora are summarized in the following points a Land clearing of the riparian vegetation causing a quantitative reduction in the area of the riparian plant communities b Drying of the Lapsista lake and creation of a dike causing the loss of the periodically flooded wet meadows and shallow areas of the lake c Disruption of the water balance and the pollution municipal waste livestock waste agricultural crops which resulted in

    ways such as tench or glini 1929 carp or Kiprinos 1929 ylikiensis roach or Dromitsa 1945 Native species are Albanian barbell or Maritsi Epirus minnow or tsima and eels Three species can be found today which are included in the EU Directive 92 43 E E C Appendix II These are Maritsi Barbus albanicus Dromitsa Rutilus ylikiensis and Tsima Pelasgus epiroticus Although there are no data regarding the population sizes an immense decline of major endemic fish species Pelasgus epiroticus Tsima is observed in recent years Possible causes of this decline are the poor water quality the degradation of the breeding areas and the competition with other species The lake is home of 9 out of the 17 amphibian species living in Greece Two of them are strictly protected by the European and Greek legislation These are the great crested newts Triturus cristatus and the yellow bellied toad Bombina variegata The existence of a rich and healthy ecosystem has resulted in the existence of 24 species of reptiles of which 5 are strictly protected There are 3 species of turtles the European pond turtle Emys orbicularis the Hermann s tortoise Testudo hermanni the marginated tortoise Testudo marginata and two species of snakes the Four lined snake or lafitis Elaphe quatuorlineata and the European ratsnake or leopard snake or Spitofido Zamenis situla In addition in the lake s ecosystem 20 species of mammals have been recorded of which 3 are strictly protected Appendix II Directive 92 43 EEC including a species of bat Phinolophus ferumequinum and the otter Lutra lutra the presence of which is still argued Finally the knowledge regarding the invertebrate richness of the lake is still incomplete Twenty five species of Orthoptera Lepidoptera and Coleoptera have been recorded Some of them are endemic in Western Greece and are

    measures that are taken accordingly to this Directive intend to maintain or restore in favourable conservation status the natural habitats and species of the wild fauna and flora The habitat types And species which are protected by the Directive 92 43 EEC are indicated respectively in Appendix I and Appendix II of the Habitats Directive Each Member State based on the criteria which are defined in Appendix III Stage I and in relevant scientific information proposes a list of areas indicating which natural habitat types from Appendix I and which species from Appendix II can be found in these areas A Site assessment criteria for a given natural habitat type in Annex I a Degree of representativity of the natural habitat type on the site b Area of the site covered by the natural habitat type in relation to the total area covered by that natural habitat type within national territory c Degree of conservation of the structure and functions of the natural habitat type concerned and restoration possibilities d Global assessment of the value of the site for conservation of the natural habitat type concerned B Site assessment criteria for a given species in Annex II a Size and density of the population of the species present on the site in relation to the populations present within national territory b Degree of conservation of the features of the habitat which are important for the species concerned and restoration possibilities c Degree of isolation of the population present on the site in relation to the natural range of the species d Global assessment of the value of the site for conservation of the species concerned The Natura 2000 Network is a European Ecological Network of areas which host important habitat types and species at a European level and its creation

    or indirect income As a result the condition of the natural environment directly affects their quality of life The Island and the western shore of the lake the front of Ioannina city and Perama are characterized by the biggest anthropogenic pressure These are areas where lot of recreation facilities exist take place for both locals and visitors At the same time a number of economic activities that exploit different resources seem to be implemented on the outskirts with sometimes negative effects to the water quality of the lake e g farms crops municipal sewage and to the landscape s aesthetic value e g housing associations that take advantage of the view to the lake but alter the landscape etc In particular the livestock production is the main economic activity in the Prefecture of Ioannina and agriculture the second one Fishery has developed as well among the local Communities of the Island and Perama During the years human activities cause negative effects on the natural habitats of Pamvotis Lake and consequently on the flora and fauna of the region The main effects are summarized below 1 The drying of the Lapsista Lake and the creation of a dike that had as immediate result the loss of the periodically flooded wet meadows and the lake s shallow areas with serious effects on the flora fauna and avifauna of the region 2 The infillings and land clearance of the riparian vegetation which results in the quantitative reduction of the riparian plant communities and the destruction of the littoral habitats 3 The disturbance of the lake s water balance construction of dikes and a dam reckless extraction of water and the pollution urban pollution pollution from livestock waste and agricultural crops results in the creation of eutrophic conditions and the degradation of the water

    the Pamvotis Lake So far 27 Management Bodies have been established which are responsible to manage the protected areas The establishment of the Management Body of Lake Pamvotis M B L P was based on the laws 1650 86 3044 99 and was constituted in January 2003 The Board of Directors consists of 9 members according to the Common Ministerial Decision 135074 5193 Official Government Gazette no 1531 9 12 2002 It is a private for public benefit organization governed by public law supervised by the Minister of Environment The purpose of the M B L P is to preserve the ecosystem to restore and maintain the ecological balance of Pamvotis Lake and to promote human and economic activities under the principles of sustainability The combination of nature s conservation with the support of development activities is the aim and at the same times the challenge for the Management Body The contribution of the local community is essential and crucial to the success of this goal Objectives of the Management Body of Pamvotis Lake According to the Law 1650 86 the purpose of the Management Body of Lake Pamvotis M B L P is the management of the areas and the ecosystems referred to in Article 18 of the law More specifically the objectives of the M B L P are The protection and the management of the habitats and species of flora and fauna The protection and the management of the endemic flora and fauna in the wider area The restoration of the disrupted hydrological balance The improvement of the water quality criteria The lake s protection from pollution and contamination The protection against any kind of interventions which degrade the ecosystem The protection and conservation of fisheries resources The promotion of Pamvotis Lake and its surrounding area The
